New Cebu Sister City Agreement
Cebu sister city agreement signed betweeen Cebu Province and the region of Vladimir of the Russian Federation Even abroad, Cebu Gov. Gwendolyn Garcia makes history and makes wishes come true. The governor’s trip to Russia was described by no less than Philippine Ambassador Victor Garcia as a “remarkable historical first.” For Nikolay Vinogradov, Governor of Vladimir Region Russian Federation, Garcia’s visit was a “wish come true.” Honorary Consul to Russia Armi Garcia disclosed that Ambassador Garcia described the governor’s visits to foreign country together with businessmen a “very good idea.” The governor has made it a policy to bring businessmen in her trips abroad where they can forge ties with the chambers of commerce and at the same time promote their products. “With the presence of the business sector, we are able to move further. It’s like both hands working together at the same time,” said Garcia. In addition to the Cebu sister city aggreement, an agreement was signed between the Mandaue Chamber of Commerce and the Vladimir Chamber of Commerce. “The agreement is a linkage between both chambers which highlights an exchange of information and cooperation,” said Glenn Soco, internal vice president of the Mandaue Chamber of Commerce. Wilson Ng, also of the Mandaue Chamber of Commerce, said that it is the first time that they were able to forge ties with a foreign chamber of commerce. “The trip was a great success. It opened the doors for trade between Cebu and Vladimir,” said Ng. Honorary Consul Garcia happily announced that the Russians were thrilled and overwhelmed of the products, so much so that they want to be exclusive distributors. A Russian businessman already offered one of the exhibitors in the expo at Moscow a one year contract for him to supply household décors. About 300 businessmen from Russia are also expected to come to Cebu in October next year, their chosen venue for their international forum. Also during the trip, a Cebu sister city agreement between the Province of Cebu and the region of Vladimir of the Russian Federation was signed. The parties agreed to “vigorously promote the friendly exchange, understanding and friendship” between them. They also agreed to promote exchange of visits to promote cooperation in the fields of tourism, education, culture, industry, agriculture, science and technology and sports for the mutual benefit, prosperity and benefit of both jurisdictions; to explore and engage in such means of cooperation as appropriate and in a manner consistent with their respective legal systems and to convene as necessary for the purpose of reviewing cooperation under this agreement. Meanwhile, the governor announced that she will be creating the Office of International Relations, which will be directly under the office of the governor. The task of the said office is to “continue to strengthen and further develop the relationships that have been established. Earlier, the Cebu Provincial Government established Cebu sister city relations with Gangwon, South Korea and Guam, USA.
